Move your profiles to another directory and move promods out the mods directory. Start the game from scratch (takes 5minutes) and create save with a "brand new profile". Restart the game and resave. Move promods back into the mods directory and boot the game, but DO NOT activate promods just yet, see if the game loads.
After upgraded my game to 1.47 it's crashing while trying load select city section. Beta version of the game not mean to be used with (heavily) modded profile. Just start a new clean (no mod) profile if going with beta version. If it run smoothly, mean your other previous profile has incompatible mods causing that crash.
Try removing all the mods. If that solves the problem it is one of the mods. When you reinstall each mod separately, ensure the mod version is compatible with the latest version of the game.
