Launch your game and before it loads, Go into task manager>click "Details">scroll down until you find gtav.exe>right click and select "Set Priority">Select "High". This should prevent this from happening. Also repeat these steps on gtavlauncher.exe except set the priority to "Low".
If it that doesn't work, then there could be a problem with the actual texture files in the directory. I had a similar problem when I tried to install ENB textures on my game. Luckily, reverting back to Vanilla textures solved it. You need to specify correct -availablevidmem {size} in commandline.txt. Cau1e6z.
